Restore Vietnamese nationality but not renounce foreign citizenship ?

I am an overseas Vietnamese (Viet Kieu), living outside of Vietnam. I was granted citizenship of a foreign country and renounced Vietnamese nationality. Can I restore Vietnamese citizenship and hold the foreign nationality at the same time ?

Special cases applying for restoration of Vietnamese nationality but still retain foreign citizenship in accordance with Clause 5 Article 23 Law on Vietnamese nationality:

An applicant for restoration of Vietnamese nationality falling into any of the cases prescribed in Clause 5 Article 23 Law on Vietnamese nationality, if satisfying the following conditions, shall be supposed a special case to submit the State President considering for restoration of Vietnamese nationality but is not required to renounce his/her foreign nationality:

Have met conditions to restore Vietnamese nationality according to the Law on Vietnamese nationality;

The retention of foreign nationality of the applicant upon restoration of Vietnamese nationality is in accordance with the law of that foreign country;

The renunciation of the foreign nationality shall affect the person’s rights in the said foreign country;

Not use the foreign nationality to cause harm to lawful rights, interests of agencies, organizations and individuals; damage to security, national interests, social order and safety of the State of the Socialist Republic of Vietnam.
