Authenticate copy of an original document that has been erased, modified?

DMS Law office in Danang, Vietnam advise about how can a document that has been illegally erased, modified, added or removed content be used as a basis for authentication of a copy ?

In case the originals of papers and documents are erased, modified, damaged so their contents cannot be identified, can they be used as a basis for authentication of copies at competent authorities in Vietnam?

Originals of papers and documents that cannot be used as a basis for authentication of copies, including:

The original has been illegally erased, modified, added or removed content.

The original is damaged, deteriorated so its content cannot be identified.

The original is sealed with a confidential seal of a competent agency or organization or is not sealed but clearly states that it cannot be copied.

The original has contents contrary to law or social ethics; propagandize, incite war, oppose the socialist regime of Vietnam; distort the history of the Vietnamese people; offend the honor, dignity and reputation of individuals and organizations; civil rights violations.

The original, issued, notarized or certified by a competent foreign agency or organization, has not yet been consularly legalized as prescribed in Clause 1, Article 20 of this Decree.

Papers and documents prepared by individuals without certification and seal of competent agencies and organizations (Article 22 of Decree 23/2015/ND-CP dated February 16, 2015).

In summary, for papers and documents that have been erased, modified, added or removed, the authentication cannot be performed at a competent Vietnamese agency./.
