Translation and authentication in Vietnam

Can documents in foreign language or documents issued or certified by a foreign competent authority be translated into Vietnamese and the translator's signature authenticated by a competent authority in Vietnam?

Authority and responsibility for authentication in Vietnam:

The Division of Justice of a district, town or provincial city (hereinafter collectively referred to as the Justice Department) has the authority and responsibility to certify the translator’s signature in papers and documents from a foreign language into Vietnamese , or from Vietnamese into a foreign language. (Point c, Clause 1, Article 5 of Decree 23/2015/ND-CP dated February 16, 2015).

Therefore, papers and documents in a foreign language can be translated into Vietnamese and the translator's signature authenticated at a competent authority in Vietnam. However, in order to have the translator's signature authenticated, foreign-language papers and documents must also ensure the form, content and be legalized by consular agencies in accordance with Vietnamese law./.
