Translation, notarization and authentication of the translator's signature

If a foreign language document is damaged, deteriorated so its content cannot be determined,  can it be translated by a qualified translator with his/her signature authenticated at a competent agency in Vietnam?

Responsibilities of the translator and the person who authenticates the translator's signature:

The translator must be responsible to the client and to the certifying agency for the accuracy of the translated content; not be allowed to translate the papers and documents specified in Article 32 of this Decree in order to request authentication of the translator's signature.

Papers and documents that cannot be translated to authenticate the translator's signature, include: papers and documents that have been illegally erased, modified, added or removed content; documents that are damaged, deteriorated whose contents cannot be determined (Clause 1, Article 30 of Decree 23/2015/ND-CP dated 16/02/2015).

In summary, foreign language papers and documents that are damaged, deteriorated whose contents cannot be determined, are not permitted to be translated by a qualified translator with his/her signature authenticated at a competent agency in Vietnam./.
