Opening and use of current account in foreign currency of resident, non-resident, current account in Vietnam Dong (VND) of resident, non-resident who is a foreign national shall be implemented in accordance with provisions of law on foreign exchange management and provisions at this Circular (Clause 3 Article 1 Circular No. 08/VBHN-NHNN dated February 27, 2018).

Resident, non-resident who is a foreign national who has foreign currency on his/her account can make overseas transfer from this account; if the person has legal VND income in his/her account, that person can buy (make conversion to) foreign currency to transfer oversea (Clasue 4 Article 8 Ordinance on Foreign Exchange No. 07/VBHN-VPQH dated July 11, 2013).
