Hi DMS Law firm in Vietnam! I am a foreigner, living and working in Vietnam. I want to buy a car. Can you advise me if a foreigner can own a car in Vietnam ? What documents I have to prepare for car registration in Vietnam ?

Dossier for vehicle registration in Vietnam

Vehicle registration declaration: The legal owner shall be responsible for fully declaring the contents required in the vehicle registration declaration (fill in the form No. 02 attached to this Circular), together with their signature, full name and seal (applicable to agencies or organizations).

The owner’s legal documents: Where the legal owner is a foreign national who is working for diplomatic missions, consular posts and representative offices of international organizations, they must show their valid Diplomatic and Official Identity Card, and submit a letter of introduction to Directorate of State Protocol or Department of Foreign Affairs. For foreign nationals working and living in Vietnam, they must show their valid passport or other valid substitutes for Passport; Permanent Residence Card or Temporary Residence Card for those who have resided in Vietnam for more than one year, and a work permit in accordance with laws, as well as submit a letter of introduction from competent Vietnamese organizations and agencies.

Vehicle’s documents: Documents for transfer of ownership of the motor vehicles; proofs of payment for registration fee, in cases the vehicles are exempted from paying the registration tax the declaration of registration tax certified by a taxation department (in lieu of a receipt or a written proof of payment for the registration tax); documents proving vehicle origin (Articles 7, 8, 9 and 10 Circular No.15/2014/TT-BCA dated 04 April 2014).
