Foreign papers exempted from consular legalization in Vietnam

Hi DMS Law office in Vietnam! Do I need to get consular legalization for copies of passport of a foreign person before certifying as true copies of the original at competent authorities in Vietnam ? Could you advise me about this issue ?

Exemption from consular legalization

According to provisions in Article 6 Circular No. 20/2015/TT-BTP dated 12/29/2015 detailing and guiding the implementation some articles of Decree No. 23/2015/NĐ-CP dated 02/16/2015 of the Government regarding issuing copies from master registers, authentication of true copies from originals, authentication of signatures and authentication of contracts, transactions:

Personal identification documents issued by competent foreign agencies, such as: passports, identity cards or other papers, for instance: permanent residence cards, residence cards, driver’s licenses, degrees, diplomas and transcripts attached are not required to get consular legalization when authenticating copies from original.  

In case of a request for authentication of the translator’s signature on those papers, it is also not required to get consular legalization.  

In conclusion, according to the above provisions, you are not required to obtain consular legalization for copies of passport when implementing the authentication of copies of passport at competent agencies in Vietnam.
