Areas to own houses in Vietnam?

In areas that need to ensure national defense and security according to Vietnamese law, do foreign-invested companies (FDI companies), which are legally operating in Vietnam, have the right to own a house, through the form of buying an apartment in Vietnam?

Areas allowed for housing ownership in Vietnam:

Foreign organizations and individuals are only allowed to own houses (including apartments and separate houses) in investment projects for construction of commercial houses, except for areas that are used to ensure national defense and security according to provisions of Vietnamese law.

The Ministry of National Defense and the Ministry of Public Security are responsible for identifying specific areas that need to ensure security and defense in each locality and notify in writing the People's Committee of the province to serve as a basis for directing the Department of Construction to determine the list of investment projects to build commercial houses in the area where foreign organizations and individuals are not allowed to own houses (Article 75 of Decree No. 99/2015/ND-CP dated October 20, 2015).
